As the world anticipates the historic return of BTS to the stage, South Korean President Lee Jae Myung has taken a proactive stance, issuing critical directives to ensure the safety of the hundreds of thousands of fans expected to descend upon Seoul.

During a Cabinet meeting held on March 17, 2026, the President underscored that “safety is the top priority” for the “BTS Comeback Live: Arirang” concert, scheduled for March 21 at Gwanghwamun Square.

With estimates suggesting that up to 260,000 people could gather in the central Seoul area, the government is treating the event as a major national security operation.

A Comprehensive Security and Safety Mandate

President Lee’s address to the Cabinet was marked by a sense of urgency and a “watertight” approach to public safety.

He directed the Ministry of the Interior and Safety, along with the police and fire departments, to prepare for every possible contingency.

While acknowledging that the probability remains low, the President specifically ordered authorities to remain vigilant against the threat of terrorism.

This heightened alert level- raised from “attention” to “caution” in the surrounding districts- reflects a proactive strategy to manage one of the largest public gatherings in Seoul’s recent history.

Beyond counter-terrorism measures, the President highlighted the need for meticulous logistical planning.

He called for a thorough review of traffic management, emergency medical systems, and even basic convenience facilities like public toilets to ensure the comfort of both domestic and international visitors.

“The key issue is safety, and I ask that every effort be made to establish thorough safety measures,” Lee stated.

This directive also includes a widespread safety inspection of over 5,400 lodging facilities in central Seoul, a measure prompted by a recent fire at a local hotel that injured several tourists.

Cultural Status and Civic Responsibility

While the logistical focus remains on security, President Lee also framed the concert as a significant moment for South Korea’s global image.

In a post shared on his official X (formerly Twitter) account, he described BTS as “the proud artists of the Republic of Korea” and expressed his hope that the event would “once again prove the great power of culture created by South Korea.”

By centering the comeback around the theme of “Arirang,” a traditional Korean folk song, the President sees the concert as a meaningful opportunity to showcase the nation’s rich cultural heritage to a global audience.

In his message to the public, the President appealed to the “mature civic consciousness” of the citizens.

He urged fans to follow the guidance of on-site safety personnel and maintain order to ensure a smooth experience for everyone.

Furthermore, he took a firm stand against “rip-off” practices, such as illegal ticket scalping and the artificial inflation of accommodation prices, which he warned could “deal a significant blow to the tourism industry” and tarnish Korea’s reputation.

“I trust that, as always, our citizens will show mature civic awareness by being considerate of one another,” Lee concluded, setting a tone of collective responsibility for the success of the milestone event.
